FRISCO - The sun was shining, the wind was blowing and the streets were abound with visitors - Labor Day weekend was bustling Sunday in Frisco, as people took to the streets to enjoy the beautiful weather. Dillon Reservoir was also full of boats, while sidewalks were teaming with pedestrians and bikers. It was High Country heaven - perfect weather, window shopping and plenty of recreation options. A group of young people from Kansas were strolling around Frisco's main drag around lunchtime, taking in the sites. They said they were here for a wedding at Copper Mountain and were looking for fun things to do. "It's gorgeous here," said Dominique Wood. The visitors from Kansas said they were heading to the Alpine Slide in Breckenridge, and they'd gone on a hike at Copper Mountain. "Let's move here," Jessica Patterson said, with a smile. Kimberly Appelson's body remains missing nearly two months after the 23-year-old Breckenridge woman fell off a raft into the Arkansas River. Her death and disappearance have brought into question a particularly hazardous feature of the Arkansas and how much should be done to alter a natural feature to make boating the area safer. The notorious underwater feature at Frog Rock rapid, about 2 miles north of Buena Vista, claimed another life despite efforts to make people more aware of the danger. Appelson, an off-duty first-year rafting guide living in Breckenridge, fell in after the boat hit a rock the afternoon of July 11. At least six deaths have occurred at the area since 1990. A married couple, Jennifer Down-Knorr, 36, and Bernd Knorr, 39, died in the hazard together in August 2001, according to a Colorado State Parks incident report. Fall in Summit County is more than that distinct chill you feel in the air. It's a general buzz of excitement, which grows louder and stronger as various venues start offering ski sales and showing ski movies - and as Arapahoe Basin and Loveland launch us into ski season as soon as the machine-made snow will stick. Locals consider the period between about mid-September to mid-November "shoulder season," where tourism slows and residents wind down from an active summer and gear up for ski season, both literally and figuratively. September and October bring ski sales and swaps, like Breckenridge's Ski Swap sponsored by Team Summit Sept. 17-19. The weekend also happens to coincide with the town's Oktoberfest, an annual rite of passage for the High Country hamlet of Breckenridge. BRECKENRIDGE - Rocketing down Ski Hill Road in a 100 percent battery-powered, non-gear-shifting, $147,000 sports car is a fine way to kick-start a Saturday. Every time there was an opening, I stomped the pedal on the shiny new Tesla Roadster Sport. I could feel my brain stuck firmly against the headrest. My smile stretched back - just about ear-to-ear. "People say it never gets old," Tesla sales advisor Ben Kanner said of the little car's incredible acceleration. All the reservations for test drives at the Grand Lodge on Peak 7 were filled Saturday. Capable of 0-60 mph in 3.7 seconds, the glacier-blue colored Tesla hugs the road like it's "on rails," he said. And when it wasn't blasting through the winding roads in and around Breckenridge, a release of the accelerator actually caused the battery to recharge through "regenerative braking." The RPM needle went negative and you could feel a pull as it descended.

BRECKENRIDGE - Local rainfall in August was about 35 percent above average, bringing the weather year's precipitation to date within a hundredth of average, said Rick Bly, National Weather Service observer in downtown Breckenridge. "We got the majority in the first 10 days of August," he said. The Labor Day weekend forecast is sunny skies and warm temperatures. But it won't be long before the snow starts to fall. Bly said September averages about 4 inches of snow. The High Country's monsoon season runs about July 15 to Aug. 15. Its above-average precipitation helped to make up for a dismal winter and bring the year-to-date amount to 18.86 inches - relative to the average of 18.87 inches. The weather year runs from October to September. Other above-average months this year were October 2009 and April 2010. Some of the lowest snowfall numbers in the past 40 years were recorded between November and January, Bly said earlier this year. H

BRECKENRIDGE - Thousands of little yellow ducks - of the rubber variety - will be floating down the Blue River today in the 23rd annual Labor Day weekend duck races. The Summit Foundation's charity event is to be bigger than ever as the nonprofit marks 25 years serving the community, according to a press release from the foundation. The Great Rubber Duck Race will stretch from Maggie Pond at Main Street Station to the Riverwalk Center. At 3 p.m. "we will drop as many as 12,000 little yellow swimmers," with prizes awarded to the top 25 ducks to cross the finish line first, according to the press release. Along the Blue River, the race route will have audio placement so none of the action and announcements will be missed. Ducks may be "adopted" at the Riverwalk Center today before the race, according to www.summitfoundation.org. About 9,000 people attended in the event in 2009, according to the press release. SUMMIT COUNTY - More travelers are expected in the mountains during Labor Day weekend this year than in 2009, and occupancy rates in Breckenridge are up 5 percent. "We're definitely seeing a pick-up from last year," said Emily McCormack with the Breckenridge Resort Chamber. At the current rate of bookings, the number of visitors staying in the town could be as much as 7 percent over last year, she said. The town's occupancy this weekend is expected to be about 60 percent - which is typical of summertime, when bigger weekends range from 60-80 percent occupancy, McCormack said. AAA Colorado expects travelers in the mountain region this holiday weekend to increase 11 percent from 2009. About 2.68 million people are to vacation at least 50 miles from home across eight mountain states, according to a AAA press release. BRECKENRIDGE - The Breckenridge Recreation Center is undertaking a major locker room remodel beginning Tuesday, Sept. 7. From September 7 through October 17, both the men's and women's locker rooms, sauna and steam room will be completely closed to the public. All of these areas will re-open Oct. 18. As a result of this community feedback, the Locker Room Renovation Project will entail replacing all lockers with a new, larger style; new individual shower stalls in the men's room; new flooring, benches and dividers in the locker rooms; new lighting; and new colors. Financing for this project has been budgeted for several years and is coming out of the capital improvement fund. The capital improvement fund is separate from the general fund and, therefore, does not affect the Town of Breckenridge or Recreation Department's annual operating budget.
